My card was charged, I don't see the transaction on paypal and the payment didn't go through for the service I wanted(on TWITCH)

Speak to your card issuer, if the transaction failed the funds should reverse back to them.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
