PayPal is asking for shipping info, but I have a retail storefront

I have a retail storefront and do not ship anything or make online sales.  PayPal is holding my funds from sales and asking that I give tracking info for my sales that I have made.  I have explained to customer service that I do not ship anything, a customer walks in and picks something off the shelf and pays for it, then leaves.  Has anyone else had this issue and been able to access their funds without it being put on hold.  I have used PayPal since I started my business in 2016 with no issue, but this year it seems that they put in a new policy that changed something.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer sender may have the option on their account to mark the transaction as delivery/satisfied. If the buyer sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.

I understand that for online sales, but I am running a retail storefront. All my card sales are from the PayPal here app and the customer has to sign for the purchase. The customer isn't paying me through their PayPal account so they have no way of going through their account and marking the item as received. It's almost as if PayPal does not want me to use the app for a point of sale system any more.
