Either because it is a new account, there's irregular income, etc. This is what I was told. I am actually a regular user of paypal but I recently upgraded to business and this was my lot. Thinking that maybe having a personal account would help me avoid this, I opened a new one and tried that - only to be met with the same problem. One solution (apparently) is to set a tracking on the transaction so that the sender of the money can confirm receipt after 48 hours but this doesn't really work very well as I have come to discover. It's only ever worked once for me and this is really causing problems as I have payments due for this weekend and the entire week next week. You could ask paypal for help but I don't think they will assist.
