Onhold funds from selling a virtual product/service says it should be available today but isn't.

I was paid for a product/service and as such I marked it as a virtual service/product. Paypal said the money would be available by 17th January which is todays date and the money is still on hold. Why would it say it's available by today if it is not available.

Its the 17th until midnight, did they say they would release the funds at 24.01?
