Never received a tv I purchased on eBay since February

I ordered a tv on ebay in February never received up to this day, i contact ebay and PayPal and they telling me theres nothing they can do because fedex saying the tracking number shows the tv was delivered so they keep closing my case but when i do get to the bottom of the case with fedex they telling me that i should received my money from the seller because they paid him back for the missing package but still ebay and PayPal not listening to me so i filed a police report and still no help from them so i need your help please

Mind you 2 paypal representative was also told by fedex representative that the seller was paid for the missing package but the still refusing to get me back my money because the tracking say delivered

The day fedex stating the tv was delivered management was in the lobby and she's telling me there was no tv in the lobby as fedex is claiming the driver say he left the tv in the lobby.. so how come I didn't see the tv when I went downstairs less than 10 minutes from when he rang my bell
