My on hold money didnt show up to my paypal balance yet, its been already 21 days. What should i do?

Are the funds showing in your paypal balance but on hold or do you mean they are not showing in your paypal account at all?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
