Money held

I was to receive the money held on PayPal but still not received. Whats wrong After having funds held on November 25th, I was to receive the money on 16th December. But it is contrary. Why is it so

Is the payment SHOWING in your paypal account balance, even on hold it would still show in your balance and transaction history???
