Is it possible to make payments on websites via PayPal? (I'm from Azerbaijan)

Can I make payments on websites (where PayPal option exists) with my PayPal account, or send money to someone with email, while I'm from Azerbaijan?

(I'm aware of the fact that PayPal doesn't fully operate in Azerbaijan, all I need to know is that whether I'm able to make payments with PayPal.)

Yes you can make payments to any company that offers paypal and ships to your country.

You can only add and confirm a visa credit card as your funding source linked to your paypal account.

However you don't have the option to receive payments in your country.
