As stated in the title, I have money in my PayPal account that I wish to spend but is less than the purchase price of what I'm buying. Can I use my account balance first, and then will the remainder of the purchase come from my credit card on file? I want to use up my account balance, it was a mistake funding it and I don't want to pay a fee to have a check issued to redeem it. Thanks in advance.

Yes but make sure you mark your balance as your preferred funding source first.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in the balance option.
Then before you click to pay check what funding sources are listed for you to agree to. Funds in your balance need to be in the correct currency.
Advice is voluntary.
