I need your help asap!!!

My funds are put on hold. It's the first time ever after a year of using PayPal. Those are from my clients' payments for my virtual services. I have the option to refund them the money. My question is if they receive the refund money and I send them an invoice instead, should they send me payment for my invoice, will PayPal still put it on hold?

@JennyMGarcia With payments received for tangible goods PayPal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. If you have received the funds for a service/virtual or digital sale or no tracking number is applicable PayPal would be unable to release the funds any sooner than 21 days. If you refund the payment and send an invoice to buyer, funds will be received under Goods and Services as payment type so funds will get placed under hold. ~VM771

This is a **bleep**ing joke. 21 days? What problems do you envisage me having for goods that were received by my mate 2 weeks ago? This is why no one uses pay pal in Australia. We have Osco payments that happen instantly. Get with the times **bleep** and stop sitting on my cash that you have already stung me almost $16 dollars for.
