As a buyer you never need funds in your Paypal balance.
Paypal will automatically take payment from any confirmed bank account or card (whichever is eligible in your country) during the payment process.
If you can add bank accounts + cards (you can in the U.K) then you can select your preferred funding source as per link below OR select which you want to use during checkout of a purchase.

However if you still want to add funds and use a balance then the only options are via a linked and confirmed bank account OR via a bank transfer using your online banking app.
At some point you would need to verify your paypal account by adding a bank account or card.
