I can't send payment to another account

I am trying to send payment to another paypal user 

but the paypal keeps refusing my payments due to regulation
I don't know what is regulation or what is missing

but I have confirmed mail and phone number 

and notice my attached debit card is Egyptian debit card (Bank misr)

I am trying just to send 1 dollar as a trail
