How to get a refund for Paypal pay in 4?

I ordered an item a month and a half ago and it never arrived. The seller has completely ignored any attempt I've made to get in touch. I paid with pay in 4 and I'm having trouble trying to figure out how to start the process of getting a refund?

Keep up the pay in 4 payments while the dispute/claim is in progress until refund is issued.

@sharpiemarker Which payment out of the four do I choose? No matter which I do it tells me a dispute can't be filed for that type of payment.
