How can I disable pay by rates function in my account

I am managing finances for my son, who has a disability and uses his PayPal account to buy things online.
However I must be able to limit the amount of money he can spend to the funds he actually owns.
That means
1: he must not be able to pay in rates - how can I disable this feature?
2: PayPal must not withdraw money from his bank account if the account contains no money.
How can I set this up? I don't want to stop him from being able to buy things online. But he must not be allowed to buy things without being able to fund them.
