How To Get Philippine Non-stock Non-profit corporation Recognized by PayPal as Charity?

I am a Director of a Non-profit, Non-stock Corporation listed with the Philippine Security Exchange Commission. We want to received Donations through PayPal. How?

 

Here is the Why:

We are a sailing club and we offer sailing lessons for local (within the municipality) school children free-of-charge. We want to expand to be able to offer internationally recognized Certificate Courses through RYA and or IYT and or ASA (nobody offers this in the Philippines). The Certification of our training facility requires annual payments to the Certifying Authorities and the employment of Certified Instructors. This requires Donations on an ongoing basis.

 

We looked at the Donations options within PayPal but it asks if we are "IRS-registered 501(c)(3) public charity" which of course, being in the Philippines, we are not.

 

We note that a similar sailing school in the USA is a IRS-registered 501(c)(3) public charities, e.g. Sheridan Shore Sailing School, so we know the concept is acceptable for us to be a charity.

 

The question is: what documentary evidence can our Philippine sailing school offer that will be equivalent to (IRS-registered 501(c)(3) public charity) and acceptable by PayPal?
