Funds transfer issue

I try to make a transfer to a friend (under limit amount) through the mobile app and when after I enter the amount a message appears 'you cannot send money right now'. 

This goes on for over a month, and every time I call the call center is closed, even in different times throughout the day. Is there any email to contact the technical department to resolve this?

You have a paypal account in Cyprus so do you actually live there?

Only a lot of folks that can't accept paypal in their country use a Cyprus account to get around the block.

If so then it won't work.

Yes, I leave in Cyprus. Thanks for the advise, I didn't know this was happening. 

I logged in yesterday and I had a notification to confirm my identity, so I think this may sort things out and I can use again my account.
