Funds On Hold Limit - Support Avoids Answers

Hi everyone. Hopefully by posting here, something will get done. If my tone sounds blunt, it is because I am greatly annoyed with my current situation.
I have been with PayPal for many years now, and last month for the very first time in all of the years I have been with them, I was informed that "because my monthly sales exceeds so-and-so amount, any amount above this will be put on hold". This confused me, as this never happened before and my business hasn't changed since I joined PayPal. There was a prompt to request a "limit increase" so I did so (on the 19th of February 2023) and was informed that within 3 business days this will be processed. Also, as to my understanding, this "monthly limit" resets itself every month.
Now, today, which is the 1st of March 2023, there is funds on hold in my account from not just the end of last month, but also from earlier today. My "limit" was never reset.
I contacted PayPal support and they are running me around in circles. The agent I am talking to is incompetent. Firstly, they are literally copying and pasting the Paypal help documentation, and after numerous attempts of them avoiding the question of why I have not heard back from them regarding my limit increase request, even since it has now been 8 business days. Finally the agent responded after a lot of rudeness from me, but now the agent stated that it will take "30 business days" for my limit increase to be processed!! This is stated nowhere else...not on the emails from PayPal, not on the My Money page, nowhere!
What makes matters worse is that I am a South African, so whenever I contact support, they put me through to the African/South African support team - which is INCOMPETENT beyond words!
Please, I just want answers from the non-African support team and I want this resolved. I do not want to leave PayPal, but at this rate, I will.

i am dealing with the same nonsense for 6 plus months now. It is killing my business. we have done millions in dollars through paypal over the years. now were getting crushed. our business half the time doesnt ship, its a service, or we wait for other pre orders for customers they know this, its all on my side not paypals business. i cannot believe this is what paypal has become.
i am looking for another service. 21 days being held is years to a small business. if i had lots of money i would be hiring lawyers and contacting congressman to address this. No way it can be legal. At least its certaintly not ethical.
