Customers unable to pay due to international regulations notification

Recently our business has been receiving the notification from customers: " We're sorry, we can't complete your purchase right now. This transaction has been declined to comply with international regulations." I've searched the community chat and there are no responses to advise why this is the case. Customers are wanting to check out as a 'guest' however they are no longer able to . I raised a query with PayPal support 3 weeks ago and still haven't received a reply. THanks if anyone can shed some light on this issue. Cheers
