Can’t use PayPal balance

There is money on my PayPal balance but I’m unable to make a payment for my Shopify account with it. The transaction gets declined. When I tap the 3 dots next to the balance there is no option for a “PayPal balance” to be selected which I saw recommended on google. Can anyone assist me?

The solution I was offered was just to use my own account. I used it for the first time last week no problem at Walmart online, now every site I go to they are saying its the merchant. Seems a bit odd that EVERY merchant that says it accepts PayPal is declining it.
