Why doesn't paypal take fraud claims seriously?

Report a fraudulent charge, the account that took money, and explain the lack of response/shipment/outcome, and they call it legitimate?

1.  Freeze the other account.

2.  Pull funds into "holding" until the dispute is resolved.

3.  Actually investigate what took place.

Stop allowing criminals to use the paypal systems for criminal activity as either a means or aiding and abetting the fraudulent usage of the platform.

Reading several similar posts, it looks like there is a lot of this type of activity reported here.

Possible solution to problem:

If everything is tied, eventually, to an actual account, there are very specific methods to track down the money transactions, get to the criminal in question, and hold them liable.  Punish the criminals not the victims. Financial companies have the access and the tools.  There are a lot of people who would love to have a job tracking these people down and bringing them to justice.  Data Forensics, Network Analysts, Accountants, Cybersecurity professionals, police officers, attorneys, ...  Remember the call scams from "Microsoft" or other "PC" companies that are really call centers in India?  Do a search on youtube and you'll find a gentleman by the name of Mark [removed].  He and a group of other intelligent individuals tracked down these call centers and put some fear into them for a change.  They were infiltrated.  They were exposed.  They were even in the same city!  Look at how impossible it was to ever find out who was doing all of the scams...and he has the video to prove it, had the boots on the ground, and played a nice trick on them and had multiple call center scam companies freaking out.  Now we just honest law enforcement, in India, to bring these people to justice instead of taking bribes, payouts, looking the "other way," and whatever else is happening for these people to remain in operation.

If they could take down the India call centers, surely you can trace account information you already have to find out and pursue criminals using your systems to steal other people's money...

I have the same case! Stated that unauthorized transfer from the buyer's financial institution where I have submitted proofs and delivery, ongoing conversation with the buyer. As a seller, I am the one who is incurring all the damages while they should have seller protection on such fraudulent acts as such. Freeze my account and pulled funds on hold until it is resolved. I don't know what else to do and whom would I seek for a solution since Paypal is not helpful in this matter. Will I lose my hard earn money due to the Paypal system's lack of security and protection for a seller like me?

They simply don't care because doing such due diligence, actually manifesting some practical crime prevention, and investigating cases properly costs more than it does to pretend you care, pretend you have procedures, and just blindly side with one side (buyers). This platform will always be riddled with crime, scams and victims. I was once a professional eBay seller but imagine running a market stall where the site owners welcomed known shop lifters into the market, allowed them to steal from you with no consequences, and then paid security to protect the thieves from the store owners... That's the reality of the eBay PayPal system, that's why I closed my business. If I had no mortality I'd join the thieves and get rich, it's a golden opportunity.

My Paypal account was hacked.  More than $10,000 was taken from my bank account by fraudsters.  Paypal refunded $5000, but not the rest, stating "We've completed our review of your aunauthorized activity case, and we've determined there was no unauthorized use."   The resolution center says "Case Closed".  My emails to appeal have gone ignored.  I have held on the phone for hours, only to be told "Let me tell you your account is secure and you can continue to use your account."

I have had $5260 stolen because of Paypal's insecure system - and they don't give a damn.   They are so unconcerned, it begs the question who are the real frauds here.    I believe that it is must be Paypal's corporate policy to dismiss cases like mine.     A call from Paypal telling me otherwise would be welcomed.

I had a dispute where I made a purchase and the tracking stated item delivered I contacted PayPal and The USPS.   Paypal ruled in favor of the seller because they supplies a tracking number. The USPS said the tracking number was spoofed from another package.  PayPal said I needed to get a receipt of non delivery but according to The USPS here they don't do that.  SOOOOOO PAYPAL HAS ME LISTED WITH A NEGATIVE BALANCE EXPECTING ME TO PAY FOR WHAT I DID NOT RECEIVE.
