Paypal does not cover you for all unauthorised activity, depends on how you were hacked. If for example your phone was stolen and you didn't have a security measure on your phone to stop someone using your paypal app then you would not be covered as that would be down to your fault and so paypal would not expect to have to pay your bill for you.
The best thing is to go read up on unauthorised transactions in paypals user agreement so you can see where you missed out.
