Refund payment still pending

I wonder if anyone has experience of this and can help me.

 

I initiated a partial refund on a transaction on 21st October. All my Paypal funding (if there is insufficient in the Paypal account) is taken by Direct Debit. A Direct Debit for the amount left the bank account on 23rd October. My bank have assured me it has gone and as a Direct Debit would have reached Paypal on the same day. However it is still showing pending. I have had countless e-mails exchanged with both the complaints-response e-mail and the "normal" webform query plus a call to them yesterday. Every time the response is different. Some say they are still awaiting the funds from the bank (they are not), some quote the 5-7 days for an e-cheque to clear (it's not an e-cheque and 7 working days has now elapsed). Yesterday the call to the 0800 number I was told "I will pass it to the Technical team. The money will be realeased but we have no idea when". Not helpful.

 

I (and my customer) are reaching the end of our patience. If anyone has a clue as to what might be stopping the payment reaching my customer I would be very grateful. Could it be something else which is causing the payment to fail? Failing that an escalation process or e-mai/address would be useful.
