I had a name conflict at first where the ebay name did not match the paypal name so I made them both match, now the pre filled info is coming up blank. Aside from that stuff I get "PayPal Shipping is not available. We apologize for the inconvenience." after I get the paypal all filled out and the review and submit label part happens. It is not processed and tells me I was not charged. The only thing I can think of is that perhaps my bank changed my routing number though I thought to test this by withdrawing 20 from bank into paypal account. I was doing fine until I submitted some new electronic invoicing or statements they are pushing. If this is a common occurance please let me know. I have been printing labels for 2 years until now.
Today's message. "We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later. PayPal Shipping is not available. We apologize for the inconvenience. " Nothing to do with name change. I em as they change. Also, all the pre-filled info was filled this time around.
Help! I'm getting exactly the same behavior. It started Friday. I had trouble with an address in Puerto Rico, and an APO address, now I can't generate any label and I get the same error message.
