Seting up Free Shipping on orders over $25

I am selling a book. I want to incent the purchaser to buy multiple books, and want to offer FREE Shipping when 2 or more books are purchased. How do I do that, and still charge shipping ($4.50) on single item purchases? Please Advise. Thanks!
