Question about multiple types of shipping

I'm trying to figure out if I can implement multiple shipping rules.

1.  Basic shipping is based on number of items  1st item is 6.00 each additional 2.00   .... easy enough

2.  If the total order is > 100.00 then shipping is free.

3.  Certain items count towards free shipping (100.00), but they have individual shipping costs attached to the item that should be applied.

Is it possible to set this up in paypal shipping?
