Paying for shipping

Can somebody please tell me why when I sold an item I had to pay the shipping, and when I won a bid I have to pay for the shipping there as well. I don't understand this is my first time to get anything through eBay or use pay pal and I am not sure I understand why a seller can have the buyer pay for the shipping. If that is the case then that means the seller would never have to pay shipping correct? If so how do you do that because there are something's on eBay that the shipping is a very large amount. Any help you can give where I will understand would be great.
