19 cent Delivery Confirmation ? What does it do for me ?

I ship some small items domestically via USPS First Class, and always have used the Paypal Multi Order Shipping tool.
The Post Office just recently told me that it is NOT their policy to scan ALL pre-paid First Class lables. In other words, NOTHING in their policy states they MUST scan ALL prepaid First Class Labels.
This came about when I shipped an item to Canada via First Class and the buyer said they didn't receive it. I went to the USPS tracking site and their system said they were "electronically notified that I would be shipping the package" (... meaning they hadn't actually seen it yet). So after a few weeks I shipped buyer another item as they asked. A week later they told me the first package got there. A week later the second package got there. They were honest enough to say so and paid for both. The USPS still (to this day) says the same thing regarding the first package. So, I called them and asked what's up. They said that is not at all unusuall .... AND does NOT mean anything was done wrong. No problem as far as they're concerned.
So, what does the $0.19 "Delivery Confirmation" really mean ?? Isn't it just a $0.19 fee per package to Paypal for their Multi Order Shipping tool ? WHAT GOOD IS IT ???
I hope I'm making sense here .... the Post Office tells me they DO NOT SCAN ALL PRE-PAID FIRST CLASS LABELS. I pay for the Delivery Confirmation. Aren't I wasting my money ?

That doesn't sound right. If the label includes delivery confirmation, the label should be scanned at the destination point, at the very least. I've heard of a label not being scanned when the package is accepted at the post office, but when it reaches the post office at the destination, the delivery confirmation is updated there - if you put the delivery confirmation number in the tracking field at USPS.com, what does it say?

It's not just multi-package mailing or first-class. I pay the .19c when I ship one package media mail.
