send money fail

I have money in my account and I'm trying to send it to someone but it says I need to add funds to complete a transfer. I shouldn't have to add funds that are already on paypal.com should I? If any solutions  please help.

I am also having a problem with that today. I'm guessing there is a problem with paypal's system. Did you find out anything?
