Why is PayPal denying Bill Me Later as a Payment option when EBay seller offered it?

EBay Seller offers both Pay Pal and Bill Me Later as payment options

When trying to pay directly to Bill Me Later, I am asked to log into PayPal.

When logging into PayPal, it only shows credit card and bank account as payment options.

Will not allow me to choose Bill me Later.

As this is an expensive item, planned on taking advantage of BML's 6 month interest free payment plan.

Called Bill Me Later, they said this is a Pay Pal issue to deny Bill Me Later payments
