Some payment methods are not available for this transaction

I am new to Paypal. I created an account with a credit card and made a couple of small purchases less than $50. On my third purchase, I started receiving a message "you cannot use this method of payment for this purchase" or something along those lines, even though the amount was less than $40 and I was nowhere near my spending limit. I tried adding and verifying one of my bank account but that was delayed so I finally changed cc's and then got the transaction through.

 

On my fourth purchase it started happening again. This time I went back, deleted my bank account, added another and got that verified instantly. The message then changed to "Some payment methods are not available for this transaction". Why ? The only reason I can find is it's part of Paypals Fraud detection. Note that all the financial instruments are in my name with my address and are personal accounts. So I tried paying as guest with the very same card on my Paypal account. It found me in the system, but let me continue as guest. What gives ?

 

I must have gone through 50 machinations of swapping cards and accounts to get the last two transactions paid, so much that I thought every fraud system on all of them would have kicked in, but they didn't. I am glad because it was legitimate, but why on earth make it so difficult to make a payment ?
