Skype Payment failure - restrictions settings?

I created a new Skype account for work since I have to call overseas a lot and tried adding credit to it with my PayPal balance, but the payment has failed for the past two days.
the error message says something about "changing restrictions" on my PayPal account?? I can't seem to find anything for this so am confused, is there a restrictions setting and if so where/how can I fix it?
Also something that might have to do with the message, I changed my PayPal email... so does anyone know if you change your email is there like a holding period before you can make transactions? and if so how long?

I hope you were able to resolve the issue by now.
It sounds like you may have been running into our security measures. This may happen if our security system is trying to confirm that you are in control of the account. It should have been asking you to enter information to confirm your identity.

I have good credit with PayPal, I'm trying to pay Skype a $10 using Pay Pal and they keep refusing?
Also Skype's suggestion for this problem was to change my securty settings -- Is that wise? What to do?

I am having the same issues. My paypal and skype account have been open and in good standing for a long time. How do I fix this? Where are the restriction settings?

I'm with you guys. I ran into the same problem today and it seems like it's very silly that they don't prompt to any solutions. What do i do?!
