Purchasing an item from overseas

I'm currently in the process of purchasing an item from overseas.  The seller has requested that I pay to their paypal email address and then they will ship the item to me.  Is this safe?  

 

Obviously I do not want to loose my money.  If i pay the seller and my item is not received, am I able to file a dispute and have my money returned?

Did they have options for shipping? It should have been included in the buy price once you were re-directed here...

Yes, they did have options for shipping.  The item is from China, so the seller said that it would come via EMS and there is a separate shipping cost.

 

The website I am buying from is http://www.becmart.com .  Does it look legitimate to anyone? Or is it a scam?

 

The buyer also accepts Western Union, however offered me the choice of paying by Paypal.  I decided to use Paypal since I have used Paypal in the past.

 

Should I buy?
