Is It Better to Send Dollars or Pounds To England For Payment?

I'm befuddled as I've never sent money outside of Ebay or Etsy...

I'm making independent purchase from England. 

Should I send payment as USD or BP so I save on fees/exchange rates?

Perhaps someone can enlighten me....if pound up send in dollars?

Not sure then if better for fees.
