Yes there is definitely a problem, it's been happening since last night. We sell digital downloads and we're getting customers complaining that they've paid but are not receiving their download link.
It seems that once the customer pays, their transaction simply goes completely missing for 2-3 hours - until then we are not getting the email receipt, there's nothing showing in our Paypal account and we don't receive the IPN to our server. Hence we are entirely oblivious that the transaction occurred and rely on the customer to contact us with a copy of their receipt. Then 3 hours later, the transaction appears and IPN finally gets sent. End result, unhappy customer, probably won't come back.
We've even had a customer pay twice as he assumed the first one didn't go through, so we'll have to refund that and no doubt get charged the standard refund fee in the process.
Can't see any official announcement about this either.
