What does this mean ? Help please...

The URL to which the sender's browser is redirected if the sender cancels the approval for the payment after logging in to paypal.com to approve the payment.

If this error message is showing when you are trying to make a payment, I would recommend contacting the person you are trying to pay directly, as it sounds like this could be an issue from their side.
