Hi mattnewnham,
In order to have funds transferred to a bank account you would need to add this bank account to your PayPal account. Once is has been added you can then withdraw any available funds on your PayPal account to this bank account. If you are trying to have funds added to someone else's bank account then I would advise that you send the funds to their PayPal account and ask them to withdraw the funds to the bank account themselves.
I hope this helps
Paula
