Getting Error While Sending money to anyone

im unable to make payment as i have balance in my account but whenever i try to send money to any one its give me error i receive this error "We can’t send your payment at the moment. If you keep running into this issue, please contact paypal."  even i wanna send donation to Ati atihan its giving me error.. what should i do.,. i also have bank attached with my paypalError Screen Shot

You often can't use funds in your paypal balance UNLESS you have a back up card linked to your paypal account as well to verify that account.
