Can't use my balance!

Hello,

I can't use my paypal balance at all!

I linked a card, confirmed my phone and my email, changed the currency, did a lot of things but still not fixed.

I contaced paypal in facebook and in help center from 4 days and no reply!

it's like my money got hold or something?!

cause if i try to send money to someone, or try to buy something, it keep saying: error please try again later!

Can anyone help me please?!  I just want to take my money by buying or sending it.
