Been scammed? What can I do?

I bought an iPhone for £350 on Craigslist through PayPal as I thought it was safe, I sent it through goods and services, And anyway he said he will send it off for me and even gave me a tracking number, I opened it up and it was an empty phone box? I can't open a case as he has the the tracking number and will win? What can I do? I wanna go the police but I don't even know his name or address? Or where he's from or what he looks like? I know hehas the phone as he wrote my name on a note next to the phone to verify its real.
If I call PayPal can they give me it? Even if I said the police is involed? Or will the police get the info off them?
What are my options? £350 is alot of money to lose 😞 Please help me!! I have no info other than a email address and his name? which could be fake? And he's email isn't showing anything up on google or facebook. 😞
His name was Ian Kerr, Be careful if anyone hears a guy of that name in London!!

I can't open a case as he has a tracking number and will win.
I wanted to know if PayPal gives out info for this, Or if the police could get info out of PayPal?

What I would advise doing in this situation is opening a case for an item that's 'significantly not as described'. We will be able to go from there and may request documentation from you in order to proceed with our investigation.
In the meantime, we would also recommend contacting your local police station to file a report about this, as we may request this information from you in support of your claim.
To open a dispute on a transaction, please follow the steps below:
- Go to www.paypal.com/uk and log in to your account.
- Click 'Resolution Centre' near the top of the page.
- In the 'Report a problem' section click the 'Dispute a Transaction' button.
- Select ‘Item dispute’ and click 'Continue'.
- Click 'Find transaction ID'. A new window displays your transaction history.
- Select the Transaction ID you want to dispute.
- Click 'Continue' and follow the instructions.
I would recommend escalating the dispute to a claim immediately, in order to allow us to start investigating this matter as a priority.
