As in all agreements with businesses you will find in the fine print "we may change the rules as we see fit from time to time", or something close to that.

Paypal is no different.

Paypal is not a 'loved' place to pay and get paid.

Latest way to take money from sellers.

Before, a partial refund was allowed, now on some items a partial refund is NOT allowed.

So, on Ebay, who owns paypal, with their flawed ratings system, savvy and unscrupulous buyers know how to get a discount on their purchase.

Before, we could just offer a partial refund through paypal.

Eg. $100 purchase $2.50 in fees. $50 refund to buyer would be $48.75 from seller and $1.25 from paypal fees.

Net would be $50 sale and 1.25 in fees.

NOW?

eg. $100 purchase $2.50 in fees. $50 refund to buyer is NOT allowed. So we have to give $50 to buyer +1% fee usually + we don't get the paypal fees refunded from original purchases.

Net is now $50 sale and $2.50+.5 in fees = $3.00 in fees.

Thank you PAYPAL for taking it to the seller again.

When did this start?  I did a refund just last week with no problems at all.
