Proof of delivery + Buyer's positive feedback => Funds still not released by Paypal. WHY ?

Last week, I sold a book on eBay.

 

It was shipped air mail, with insurance and signature required. It was delivered yesterday at 9:35am with proof of delivery : http://trkcnfrm1.smi.usps.com/PTSInternetWeb/InterLabelInquiry.do?origTrackNum=EM007610939CA

 

At 10:54am, the buyer left a positive feedback : http://feedback.ebay.ca/ws/eBayISAPI.dll?ViewFeedback2&userid=sweetlady64&ftab=AllFeedback

 

So, with those 2 conditions fullfilled, I thought I would have had my funds released by Paypal in a nick of time; but NO, I spent the whole afternoon talking to Paypal, then eBay, then Paypal, then eBay etc. (they sent me back & forth, and sometime, after being on hold for hours waiting for them to check out, the line was cut off), I couldn't get my fund released.  I was told that I was a new seller.  I was told that the buyer feedback couldn't be relied on.  I was told that proof of delivery wasn't enough.

 

I'm very confused.  I did everything by the book, and very cautiously.  I've been using Paypal since year 2000.  It seems to me that it gets more and more difficult to talk to Paypal and make them understand.  I still remember the old time sake, before it was sold to eBay, Paypal agent was so nice and sound lovely on the phone, so helpful and everything was fixed smoothly and easily.

 

Despite all the proofs showing a complete & satisfactory transaction, I was told the fund might be released after 7 days at the ealiest time.

 

Does anybody have any wise advice of how I can get Paypal understand my situation and release the funds earlier ?

 

I need the money to pay for school supplies / textbooks for the new school year.
