My Payment Sent Status is 'Complete' but Receiver Can't Access His Account To Claim?

I sent a payment to a man a while ago and my Details list is as 'Complete'. He says he can't figure out how to log in to accept the payment as he hasn't used the account in a few years.

 

He would like me to cancell the payment and send a check to him.

 

The fact that it is marked 'Complete' and the $$ is out of my account leads me to believe he received it.

 

Is there any way he could have accepted it and it's in his account without him actually loggin ??
