Why wont paypal let me pay for something with my paypal balance?

I have a confirmed bank account added to my account and i have a paypal balance of 9.00CAD.

I try to buy a skype subscription for 3.00 but paypal wont even let me use my paypal balance to purchase it, its asking me to add a credit card in order to complete the payment. then if i try to switch the payment method and select paypal balance it just does the same thing. Paypal is such a disgusting company, they need to be put down. so many problems.

I'm having EXACTLY the same problem! I bought something on Ebay and the money is there in my PayPal balance but it won't let me pay unless I add a credit card to my account!
YOU HAVE MY MONEY, PAYPAL... NOW LET ME USE IT!!!!!
