account setup yet not receiving payments

I setup this account to recieve a payment from a friend yet theyve sent the money however it says pending on their side (Ive seen the proof).  My account is completely setup with everything personal detail confirmed.  Ive changed my seller preferences so they are lenient and should accept any payment yet the payment is not coming through.  I can buy things from websites using paypal with no problem but my account will not receive any payment or even acknowledge any money coming in.  I think ive tried all i can do and I would prefer someone official to manually adjust my account to fix the problem but im open to any suggestions.
