The PayPal 'View Cart' button does not work.

After using the button factory to make an 'View Cart' button to my website in Dreamweaver CS4, I have noticed that when the button is clicked, it fails to go to the desired link. Everything else is working fine, except this inactive button. Does anyone know a cause for this, and more importantly, how to fix it?
