How do I add a 'discount voucher' to my sales?

Hi,
I have listings of hundreds of items on my website coloptics.com all linking into a PayPal shopping basket type purchase system.
How do I (assuming it's possible) register with PayPal a discount type system so that anybody who keys in a specific phrase (say, ww2localhistory) at PayPal checkout will automatically, as often as they want, receive a (say) 20% discount on items ordered from me. I could then discreetly send this phrase to selected customers saying use this code to get a discount.
In other words, a permanet discount, irrespective of the size of the order, not a one-off fixed sum voucher.
