10445 Gateway Error Message - What is causing this?

I use PayPal 'Website Payments Pro' for my online store and just recently I've had 2 customers who have both tried to order from my store but have received a gateway error message that is both very rare and also (from my part at least) unexplainable, so I'm just trying to find out what it is. The error message in my store reports the following:
 
"Generic processor error: 10445-This transaction cannot be processed at this time. Please try again later."
 
Both customers which have encountered this error message have tried to pay with various different methods i.e. with their credit/debit cards and also via their PayPal accounts, they have also tried paying on various different days over a span of a week long, but simply cannot pay for their orders. All my other customers are able to pay for their orders perfectly fine, so it seems a rare occurrence.
 
Can anyone advise on what may be causing this issue so I can offer a solution for these two customers?
