can't receive money

I got a message saying Mongolian paypal accounts can't receive money
i am selling item on ebay from mongolia and the buyers says that Mongolian paypal accounts can't receive money
what does it mean ?

This is the UK help board, i suggest you repost on your own countries boards.

But if it says you can't receive money it means exactly that , you can only use paypal to pay someone and not use it to sell and receive payments.

Just wanted to include some additional thoughts:

Not all countries have the same PayPal features and functions.  Each country has different rules and regulations concerning the use of transaction processing services including PayPal.   As these services must abide by the rules and regulations set fourth by the country you reside in, PayPal can only offer residents of your country limited features and functions.  Looks like  you have the ability to link a credit card to your PayPal account and send payments. Unfortunately you do not have the ability to receive payments.
