Temprary hold

Hi I have sold an item on ebay recently the buyer did not like it so he wants a refund I am fine with this and waiting on him to send back the item he purchased at the moment it sais Pyapal have my 59Pound on Temporary hold but that 59 pound is not in my account so I have -59 Pending.  I want to buy something on ebay for 45 pound I am just wondering if paypal is going to let me do it while I am -59 Pending.  (I am going to put in this pending money once I recive the item so then I can refind the buyer)

Unfortunately you won't have any access to the funds be it to purchase on eBay, etc.
