Setting up a new account

Hello, 

my daughter wants to set up an account so she can start selling on eBay. She tried to set up an account using her grandmothers phone number and address as I have an account attached to my landline. She was given an authorisation code but then PayPal wouldn't accept her card ( is this because the card isn't registered at that address?). She lives away at uni and doesn't have a landline there.

Id be great ful if someone could reply and advise us what to do. Thanks

Financial info has to be in the name of the account holder and registered at the same billing address.

Does this mean she can set up an account from my house as this is where her billing address would be.?
